Research reveals that 70% of adult dogs will go through two caregivers before being permanently placed. Moving and "landlord won't allow" are the top reasons given by pet owners when surrendering their cats or dogs to animal shelters. Rental housing restrictions often occur because property managers want to avoid problems that are caused by irresponsible pet owning residents. When unforeseen life changes attributed to moving threaten the relationship between an owner and a pet there are options available from the Humane Society of the United States.
