Department of Public Safety

Police Training Center

 Public Safety Media Relations

This training exercise is the only one of its kind offered in America. To keep the training up-to-date, both instructors routinely go to the scenes of breaking news to gather “Lessons Learned” material. In August and September of 2014 both Russell Ruffin and Penny Carter were in Ferguson, Missouri following the Officer-involved-shooting and the protests, rioting and fires that followed. An “After Ferguson” class was created to assist St. Louis area law enforcement on how to deal with and avoid similar situations. The creator and lead instructor of this training, Russell Ruffin, is an Emmy Award Winning network television news veteran of NBC and Fox, who has covered the world’s major news events for more than 25 years. He has authored two books on Media Relations, The Media Insiders’ Public Information Officers Guide and Media Matters: News Media Relations. The co-instructor for each class is Telly Award Winning producer, Penny Carter, who has field produced for American’s Most Wanted, A&E Television and the Law Enforcement Training Network. In this specialized training each student is subjected to LIVE interviews before an actual full-sized television news camera involving real world breaking news events, specifically involving law enforcement. Each student is given a critique and a DVD video of their on-camera performance. Every student has the opportunity to review their own video and identify any positive and negative aspects of their performance. At the same time, other students act as reporters by asking tough but relevant questions of fellow students. This exposes each student to both the reporters’ prospective as well as the officers’ prospective. These exercises are invaluable because they help offices prepare for actual news interviews.
